It is therefore important that not only the financial practitioners of a municipality must have a thorough understanding of it, but also the line-managers that are responsible for the management of departments and other service delivery units. From a line-managers perspective it is necessary to clarify the concept ‘municipal financial management’ and to obtain a broad understanding of the legislative and regulatory framework that governs it in South Africa.
